NCP questions lack of transparency in power deals

ITANAGAR, Apr 22: NCP Unit State has expressed surprise and dismay at the ‘lack of transparency’ in execution of MOAs with various Power Companies by the State government. The authoritative and undemocratic manner of entering into MOAs, without the prior consent of the innocent public of the Project affected sites is in complete contradiction to so called "People First" approach of the ruling Congress Govt, the party said.

The party made these comments after an RTI revealed that Rs 102792.89 lacs were received from CPSUs & Private Power Companies as Processing Fee and Upfront Payment by state Govt between 2006-2009.  The Party further stated that out of the 121 MOAs signed as on Dec 2009, only ten projects were allotted through competitive bidding and remaining were though “easy MOAs route”.

According to NCP Unit Arunachal, Vice-President  Tad Tana, only Rs 225 Crores were supposed have been used for revival of State Apex Bank and remaining collections are either accruing interest in Vijaya Bank or SBI or floating in share markets. According to terms of MOA, the huge 2nd installment upfront premium payable after three years from the date of signing of MOAs in 2006 and 2007 are already due and it must be disclosed to the Public, Tad added.

Terming the reckless signing of MOAs as `devoid of healthy market principles' the RTI cell Chairman of NCP, Kaling Jerang called upon the likeminded parties and individuals and members of the Civil Society to press for a healthy debate on the whole issues of mortgaging all the major river basins of the state to name of Public interest. Taking the point further from its ‘Riga Declaration’ Tana termed the steps of the Govt as myopic, parochial and straight forward sale of its resources to Private Companies.

Although people of the infant state need power, jobs and other developments, but the hasty manner in which the MOAs were executed are highly objectionable and worthy demanding for CBI enquiry or a PIL suit, it said.

Tsering Naksang, Chairman, Monitoring Committee on Hydro-power projects of the party, demanded revelation of all names who acted as “middleman between the Govt. and the Private Company and in the process benefited monetarily”.

The public at whose costs the projects will be executed have all the rights to know the details of every Project, it added.

While urging the Government to put a break on further signing of MOAs, the NCP of Arunachal Pradesh have questioned whether the Nehru Elwin policy of Protective Development have been put aside.  

Going by the logic of human resources requirements for 121 projects signed as on December `2009, many pockets and constituencies specially in Dibang Valley, Anjaw, Lohit, parts of West and East Siang, many parts of Kameng and Subansiri, the outnumbering of non locals over locals are but harsh facts, the party added. The huge deployment CISF, CRPF and other related security structure to safeguard the vital power installations shall only add on to the woos of the natives, the party further added.

 

Centre sanctions fund for first EDI in state

ITANAGAR,  Apr 22: Union ministry of micro, small & medium enterprise (MSME) has already sanctioned for providing 2.70 crores for establishment of Entrepreneur Development Institute (EDI) in the state which will be second of its kind in the north east after the one in Guwahati. This was informed by the MSME secretary Dinesh Rai  to Chief Minister Dorjee Khandu who called on the latter in his Niti Vihar office this morning.

The Secretary who is on six days tour to this landlocked state was accompanied by MSME Director S K Sahu, Indian Institute of Entrepreneurship director K Ahmed during the call on.  

Apprising the Chief Minister about various initiatives adopted by the  concerned ministry to promote industries in North east, the visiting secretary revealed that the ministry intends to provide assistance to the state particularly for minor, micro and small enterprises. The EDI which is likely to come up at Jote near here shall provide skill development training to entrepreneurs and also will impart industrial management skills to the upcoming entrepreneurs. The state government has already released its 10 % matching share for the project. Rai further emphasized for strengthening KVIC.

Khandu seemingly happy with the approach of the ministry assured all possible support and cooperation from the state government’s end.

“Your visit to Arunachal in the backdrop of the state’s new industrial policy 2008 is certain to boost the industrial sector of the state thereby encouraging investors and entrepreneurs to make Arunachal their next destination for investment”, confident Khandu said without mincing a word.

He advocated that ample employment opportunity and self employment avenues would be generated when these industries get a facelift in the state. He directed the state industry department to feed him with the latest development in the industrial sector of the state.

The discussion also included the subsidy being provided by the government for various trades and also promotion of local made handicraft industries, enterprises based on locally available raw materials etc.  

Participating in the discussion, State Industries Secretary Bandana Deori requested the MSME Secretary to provide financial assistance to the state government for exhibiting the locally made garments and handicrafts inside and outside the country. She also opined for sponsoring local entrepreneurs of state to North East Exhibition Fair “North East India Event” to be held at Phuket in Thailand in the last part of May 2010 next.  To this, Rai assured to look into the matter.

Among others, Principal Secretary to CM Yeshi Tsering, Director Industries Hage Batt and Joint Director Industries Subu Tabin were present in the meeting. PRO to CM.

 

MSME secretary agrees to increase state quota under PMEG prog

ITANAGAR, Apr 22: Union MSME secretary Dinesh Rai called on the state Governor Gen J J Singh yesterday. During the interaction Rai  in principle agreed to  the request of the Governor  for increase in State quota for Arunachal Pradesh under Pradhan Mantri Employment Generation (PMEG) Programme.

PMEG Programme, launched by Ministry of Small, Micro and Medium Enterprises after merging Pradhan Mantri Rozgar Yojana and Margin Money schemes. With Khadi Gramodyog Commission as the nodal agency, Khadi and Village Industries Board and District Industries Centre implement the programme in urban and rural areas. Dinesh Rai further informed the Governor that Arunachal Pradesh is going to have its first Entrepreneurship Development Institute.  As a result of the persistent effort of the Governor and outcome of his meeting with Union Minister of State for Micro, Small & Medium Enterprises Dinsha J. Patel in the month of July last, an amount of 2.7 crore has been sanctioned for establishing the institute. Once established, it will act as a pivot for entrepreneurship and self employment.

During the meeting, Rai also informed about various schemes under Micro, Small & Medium Enterprises which can be taken up either in cluster or individual basis, PRO, Rajbhawan.

 

Flood situation remains grim in Lohit and Anjaw

NAMSAI, Apr  22: With  stopping of rain since today morning, the water level of Noa-Dehing river has receded by 80 Cms at Bridge point and Dharampur. However, the Dyke on this river has been eroded about 30 Mtrs. At new Silatoo and presently the river bank is at the toe of earthen embankment . The Dyke is also further endangered at Dharampur in Lekang Circle.

Further, the Jengthu river is overflowing its bank everywhere.  As per reports received 75% of tea gardens from Jengthu river and PWD road are submerged.  Flood water of Jengthu river has also inundated Jenglai Kachari village and Manmow village.  At Manmow, the flood water is overflowing NH-52.  BRTF campus is also inundated.  Samuguri and Bhogamur villages have also been inundated by  Jengthu river. In addition the water of Tea Nallah has inundated Pathar Goan area.

As per latest tally 3 relief camps have been made operational at Namsai wherein about 250 marooned people from Dharampur, Vijoypur, Kaba, Pathar area, Samuguri and Bhogamur are accommodated. Adequate arrangements for medical facilities and food and being made by the Administration.

About 13 familes residing on the bank of Noa Dehing river at New Silatoo have shifted to safer places. Rice and Tarpolines have been provided by the Administration to the affected villagers for their temporary shelters and food. As per information received so far 18 families have lost their houses & granaries whereas 10 more have lost their granaries in the recent floods.  About 500 families have been affected by the floods and a large cultivable area is under flood water. Detail loss is yet to be assessed.

Till now  there is no  shortage of essential commodities or Medicine in the districts, but electricity supply  remain cut off due to damage of transmission line.

Meanwhile, Kaling Tayeng, Deputy Commissioner Lohit district and Addl. Deputy Commissioner, Namsai, District Medical Officer and District Supply Officer are closely monitoring the flood  situation.

Tayeng has instructed the food & civil supply and medical department for sufficient stock of  essential commodities and medicines to tackle  any kind of odd situation in the district due to flood.

 

Pasighat reels under shortage of LPG cylinder

PASIGHAT, Apr 22: As usual the people of Pasighat are facing acute shortage of cooking gas (LPG) for the past three months, however, this time the shortage in not due to road communication but due to inadequate supply of the LPG cylinders.

When contacted, the manager of the lone LPG dealer M/S Sanggo Gas Agency, Pasighat said that his agency has received inadequate supply from the LPG bottling plants due to reduction of LPG quota by the concerned authority of bottling plant. Moreover, during last three months the agency received numbers of leakage cylinders which also hamper their business and service, he added.

 

Regional Forensic Science Laboratory this year: HM

NAHARLAGAN, Apr 22: The Government of India has sanctioned fund for setting up a Regional Forensic Science Laboratory within this financial year in order to help improve crime detection machinery in the state police force, informed Home Minister Tako Dabi while addressing media persons in his official residence this morning.

Dabi said Union Home Minister P.Chidambaram during his recent visit to the state had realized the need of enhancing the capacity building of state police machinery following the state government’s request in this direction. He expressed gratitude to the Union Home Minister for sanctioning 8 crore for setting up the centre.

Presently the centre is proposed to be established at Pasighat where the Police Department has a 20 acre plot of land. The Forensic Laboratory will also have a District Forensic Mobile Unit against which 1 crore has been allotted. He expressed hope that with the establishment of the forensic laboratory, the efficiency of police in crime detection would get a boost.

The Home Minister informed that crime rate in the state is on an increasing trend including heinous offences. In this context, the active role of forensic science laboratory would come into forefront and help detect crimes significantly, he said.

Dr. H.K. Prathihari, Director in charge of the laboratory, presented basic functions and scope of forensic science in crime detection. Highlighting its role in police department, he said that each crime has its own physical evidence; witnesses can lie and turn hostile, but physical evidence doesn’t.

The Director said police department in the state has been facing immense difficulties because of lack of forensic laboratory and with its establishment, this problem would be solved. He appreciated the Home Minister and the government for their initiative in persuading the centre to accord required sanction for the project. DIPR

 

Admn. gearing up to tackle  monsoon  fury

ITANAGAR, Apr 22: Capital complex administration is gearing up for the tough monsoon months by holding a meeting today in the chamber of deputy commissioner. The main focus of the meeting was to find ways to tackle landslide, road blockades, etc affecting twin town of Itanagar and Naharlagun.

As a preventive measure one assistant engineer each in Itanagar, Naharlagun and one junior engineer in Banderdewa will be designated as nodal officer,  who will report to administration about any fresh or earlier earth cutting activities along roadsides. This will help city administration to take corrective measures.

 

Rs 16.37 crore released for Arunachal under CAMPA

ITANAGAR, Apr 22:  Rs.16.37 crores have been released on April 3 to the State of Arunachal Pradesh under Compensatory Afforestation Fund Management and Planning Authority (CAMPA). This information was given by the Minister of State for Environment and Forests (independent charge) Jairam Ramesh  in a written reply to a question of MP Takam Sanjoy.

The funds were released after the submission of the details of bank accounts of State CAMPA by the Government of Arunachal Pradesh as required by a Supreme Court order dated 10.07.2009. No amount was released from ad-hoc CAMPA prior to release of Rs.16.37 crores.

Union Minister further informed that there is no plan to provide more funds under CAMPA to those State and Union Territories which sustain carbon emission in tune with Kyoto Protocol.

 

Orgs. demand arrest

ITANAGAR, Apr 22: All Kurung Kumey District Students’ Union (AKKDSU) and  Lumba Youth Welfare Society (LYWS)  have asked the authorities concerned to immediately nab  and award exemplary punishment to the  culprits  who involved in the alleged murder of BA 1st year student Dohu Raju. Dohu was reportedly murdered at his Papu Nallah house on the night of April 19 and  Dohy Yana, sister of the late Dohu Raju was also brutally attacked. Raising question on the law and order situation in the capital, the AKKDSU also asked the Govt  to take bold step to prevent such unlawful activities in future.

Both the organizations conveyed deep sense of condolence to the family of the deceased and prayed for his eternal peace. They also prayed for early recovery of the seriously injured Doha Yana  who is receiving treatment at a Guwahati hospital.

 

Social Forestry efforts to make greener Itanagar

ITANAGAR, Apr 22: The Social forestry under Forest Department in Capital region is spear heading plantations activities in an effort to make the Region green. Faced with widespread deforestation, the Department is taking steps to ensure that more trees are planted. The department is reaching out to schools and citizens in an effort to plant more trees.

Prior to Earth Day, this correspondent met the Range forest Officer, IG Park Taba Teni to find out more about the Department. He informed that the IG Park and other small parks are maintained by the department, besides looking after lawn and gardens of Raj Bhawan and Chief Minister’s Official residence, RK Mission.  The department also provides plants and flowers for official occasions.

The activity of this unit is not only confined to these areas. It nurtures many tree species, garden plants and flowers including seasonal one in its nursery near I G Park.

Seedlings are distributed free of cost to other government departments and private institutions, except for those species, which the department purchase from outside the state.

He further said that some of the tree species are available in the nursery for plantation which comes free of costs. But our people prefer only timber species, he adds. Teni appealed the institutions to avail plant species of the nursery to make a greener Itanagar.

He further lamented that only few institutions have approached the nursery for saplings. He further revealed that plants are often uprooted from IG Park causing loses to the department and appealed the people to cooperate with the department and collectively make IG Park a better place.

Teni who took the charge of Range Forest Officer here in July 2006, has not only renovated and upgraded the forestry nursery but has taken part in many tree plantation programmes and advocates for it.

 

LR&SOs coordination meet advocate for adequate manpower

ITANAGAR, Apr 22: First  Co-ordination meeting of Land Revenue & Settlement Officers (LR&SO) was held   with Parliamentary Secretary Land Management  Padi Richo on the chair  here on April 21.

LR&SOs from respective districts placed their  grievances and various other problems being faced by them in their respective district during Land Revenue Collection drive, checking of  illegal  and  unauthorized encroachers on the Govt. land.  Most of the officers informed that they do not have required subordinate staff to run a office in the district. They appealed for creation of sufficient technical, clerical and other subordinate staff posts and  also to conduct frequent survey trainings for SK's & Mandal with latest survey equipments.

Director Land Management, E. Nangkar shared the problems due to shortage of manpower in the Directorate office as well as in the districts.

Padi Richo  in his address asked the officers to work dedicatedly towards survey and Map works of the land, so that the revenue collection out of the land holdings could be enhanced. He expressed hope that for a revenue locked State like Arunachal Pradesh the land resources could be utilized for generation of revenue. With concerted effort by the department the revenue could be increased many fold over the present collection.

Richo further expressed his hope that the Deputy Commissioners in their districts would guide LR&SO's to handle the land matters independently and utilize the services of LR&SO under their supervision.

The acquisition of land for Defence, FCI, NHPC, NEPCO and many other Govt and  Non- Govt. organizations are to be carried out with immediate effect, but these process may be not be effective due to shortage of manpower,  Richo assured to take up the matter with  chief minister. He also  said that state natural beauty must be preserved while harnessing revenue out of it.

R. Jini DDLM, R. Karcho DDLM and all officers of Directorate of Land Management also took part in the meeting.

 

Governor meets management students from NERIST

ITANAGAR, Apr 22: I am glad to meet the future leaders of the state and the country, said Arunachal Pradesh Governor, Gen JJ Singh while interacting with students from Center for Management Studies, North Eastern Institute of Science and Technology (NERIST), Nirjuli at Raj Bhavan here today.

Instilling the spirit leadership in them, the Governor said, as a leader, you must know your way, you must show the way and also you must go the way.

Inculcate leadership quality and for that you should have fire in you to do so. Work hard with dedication and determination, the former Chief of Indian stressed. Be professional sound and indoctrinate team spirit in your colleagues and co-workers.

If you have doubts in you, you will have stress and tension. Therefore be confident. Successful person always spread positive quality and ensure stress free environment. At the same time, have diversion like recreation or physical activities. Everybody needs time for recharging, he pointed.

Excellent in academic pursue is for foundation only, learn to think differently and go for surprise package. Be number one or you are dead in today’s competitive world. But you should always remember when your path is righteous, cause is just, victory will be yours.

Exhorting them to make his valuable contributions towards the development of the State, Governor called upon them to be part of ‘Team Arunachal.’

During the interactive session, students abreast themselves of the workings of the Governor and his past experiences as Chief of Indian Army. In lighter vein, Gen Singh said, in army it was 1.2 million personnel and now 1.2 million citizens.

PR members urged for land for KVK

KOLORIANG, Apr 22: Deputy Commissioner Kurung Kumey District Bidol Tayeng urged the PR members of the District to find out twenty hector of land near Koloriang immediately for establishment of a Krishi Vigyan Kendra (KVK), while addressing the house listing, housing census and national Population register awareness meeting for PR members of the District held at Koloriang today.

The DC, who is also the Principal Census Officer, urged the PR members to acquire thorough knowledge on census data collection and appealed the people to cooperate with the enumerators and supervisors for successful conduct of census operation.

While, advising the enumerators to visit house to house to ensure successful completion of census in the district, he advised that any negligence on duty should be brought to the notice of DC, Sub-Divisional census Officer and census charge Officer for immediate action.

Further, highlighting the impact of error committed during census. Tayeng said that any mistake or error committed during the census will adversely affect on planning and developmental activities as well as welfare schemes, as the five year planning process and welfare schemes totally based on the census reports. International Earth Day observed

ITANAGAR, Apr 22: The International Earth Day 2010 was observed in a befitting manner with the participation of Panchayat leaders, GB’s and teachers, heads  of departments, BRCC, CRCC  of Doimukh area  at Panchayat Hall, Doimukh today.

The district level function organized by the Deputy Director of School Education, Papum Pare district was chaired by Dr Nabam Takang, MO in-charge of the Doimukh primary health centre.

Pointing out the increasing pressure of earth, Dr Takang has called for formulation of substantial eco-friendly policy to lessen the burden on the earth.

The present global warming situation followed by increasing pollution throughout the world has compelled us to think what we  are giving the earth, Dr Takang said and requested one and all to take responsibility for conserving the earth.

Since  April 22,  1970,  the International Earth  Day is being  celebrated throughout  the world  to bring awareness among the people about the changing phenomenon of  the earth which ultimately creates bad impact on human being, informed Doimukh Forest Range Officer Chahu Tango.

Dr A K Mishra, coordinator (pedagogy) also highlighted the need to adopt eco-friendly policy to save the earth.

Later, tree were planted in the compound of the Millennium Auditorium to mark the occasion.

Commemorating the earth day and with an aim to spread greenery in the state capital, Social Forestry Department in collaboration with Garden Dew School, Itanagar planted some saplings at the School premises today.

At Namsai, the Earth Day was celebrated by the forest department and the Medical department. Divisional Forest Officer, Namsai, T. Pertin highlighted the importance of the celebration of Earth day and urged all concerned for collective efforts to foster  better environment conservation and management.

On the occasion tree seedlings were planted and fruits were also distributed to the indoor patients.

 

MLA inaugurates suspension bridge, school building

ITANAGAR, Apr 22: Khonsa East MLA Kamthok Lowang has inaugurated a suspension bridge over Barap River connecting Kolam and Kothung village April on 21. The bridge measuring 60 metre in length constructed by WRD under BADP has been a long-felt demand of the people of area.

He also formally inaugurated school building at Lower Kolam Village amidst a huge gathering on the same day.

Later, addressing a huge public meeting, Lowang asked the people to cooperate with the state government and told them to work hard for their economic independence. He further asked the parents to take proper care of the children’s education adding that no society can make any headway without education. The meeting was attended by CO Lazu, HODs and public of Upper Tutsa area. DIPRO

 

NIT at Bhalukpong opposed

ITANAGAR, Apr 22: All Nyishi Youth Association (ANYA) favoured establishment of the proposed National Institute of Technology (NIT) in and around the State Capital preferably at Poma off the Itanagar township.

While demanding cancellation of the approval order for establishing the NIT at Bhalukpong under West Kameng district, ANYA said that the proposed site (Bhalukpong) lacks some basic facilities needed for establishing such an institute of national repute. Further, the area is unsafe due to frequent inter-state boundary dispute with Assam which is a disqualification, ANYA claimed. Whereas, Poma qualifies all those criteria, it said, and urged the government to set up the Institute at Poma at the earliest in the greater interest of the people of the state.

 

‘Release salaries’

ITANAGAR, Apr 22: All Arunachal Pradesh Worker’s Union has requested state government to release workers salaries of all  work depts. for the month of March on urgent basis in view of coming May Day celebration. Union also moaned that because of non-disburse of workers salary,  especially casual workers are not able to take care of day to day family affairs.

 

AICU meeting held

ITANAGAR, Apr 22: The All India Catholic Union (AICU) Executive and Working Committee meeting was held at Divya Vani, Pastoral Centre, Darjeeling, West Bengal  from April 17- 19.

Tok Buttum, the president of Arunachal Pradesh Catholic Union (APCU) and Taw Tebin, its  General  Secretary  attended the meeting on behalf of the Catholic Community of Arunachal Pradesh and discussed a variety of topics for  the  upliftment and empowerment of Catholic Community of India. Most Rev. Stephen Lepcha, bishop of Darjeeling, welcomed the delegates and appreciated the work done by the All India Catholic Union. The meeting was attended by more than hundred executive members of AICU from different States of India.

Tok Buttum, the executive member of Catholic Council of India (CCI) and President of Arunachal Pradesh Catholic Union (APCU) will leave for Bangalore tomorrow to participate in the meeting of CCI which will be held on April 25.

 

Training programme on Eco-tourism

ITANAGAR: The Department of Forestry, North Eastern Regional Institute of Science and Technology (NERIST) is organizing a 3 day-long workshop cum training programme on “Ecotourism, Community-based Tourism and Rural Tourism in Arunachal Pradesh” at its New Seminar Hall,  from April 24 to 26.

The programme is being sponsored by the Regional Centre, National Afforestation and Eco-development Board, Ministry of Environment and Forests, Govt. of India.

NERIST Director Dr. Joram Begi, has consented to be the Chief Guest and B.S. Sajwan, IFS, PCCF and Parliamentary Secretary as the Guest of Honour of the programme.

 

ANYA urged  to cancel bandh

ITANAGAR: The  Itanagar Market Welfare Association (IMWA) today requested All Nyishi Youth Association (ANYA)  to cancel its proposed 12 hours band  on April 27.

While discussing the impact of bandh in an emergency meeting, IMWA also requested the state government to find out solution with mutual understanding in the greater interest of business community and people of the state.

IMWA meeting observed that frequent band calls by the various organizations in state capital cause huge loss of business community and hamper the all round development of the capital and state as whole.  An amount of around  15 crore  market business transaction  is being affected in a day  during such bandh, it said.

 

MEEA demand

ITANAGAR: Malaria Eradication Employees’ Association (MEEA), in a release, urged the authorities concerned to absorb all its members in MPW  posts unconditionally.

Demanding cancellation of the advertisement for fresh appointment in MPW posts, MEEA claimed that MPW posts are specially meant for its members as decided by the govt in Sept., 2008; and, therefore, priority must be given to them in case of appointment.

According to the association, there are 59 left out employees under MEEA’s banner, who are yet to be appointed.

We need good roads for growth of tourism sector

 

Dear Editor,

One of the most important things for our human life is to have a good communication and transportation. We need communication to get alert with what is happening around the world and transportation to survive for our living.

Today the roads in  Bhalukpong, Bomdila, Dirang, Seppa and Tawang  are said to be in  horrible condition. These places are known  as tourist spots all over India, yet  the road conditions  are pathetic.

Every year lots of tourist visit those places, but they  find it very difficult to travel to these places.

It is known that the Government of India granted contract of 10 yrs to BRO [14BRTF] for  development  and extension of these roads, but 10 years had already passed,  yet the road condition is going down from bad to worse.  It’s very shameful and unbearable. Where is the development promised to the people?

Let us not just be mere observers but let’s stand for the right  which was already promised to us.
